The central aim of the grant was to fund programming for Moroccan students and young professionals ages 15 to 30, with proposals expected to align with one or more of four priority objectives. First, the program sought professional development initiatives that build practical job-readiness and soft skills, promote entrepreneurship and innovation, and use mentoring and training to increase employability and positive community engagement, while also exposing participants to American models and expertise. Second, it prioritized STEAM programming (Science, Technology, Engineering, Arts, and Math) designed both to attract new audiences into American Spaces and to strengthen understanding of STEAM developments, especially where there is a connection to the United States. Third, it encouraged American-inspired cultural programming, such as activities centered on U.S. film, music, literature, history, or art, aimed at creating meaningful engagement with American culture. Fourth, it welcomed creative approaches to countering disinformation, particularly efforts that build media literacy and related skills so young people can better recognize and respond to online misinformation.

In terms of award structure, the Notice of Funding Opportunity anticipated making roughly 4 to 8 awards, depending on the size of individual grants. Individual award amounts could range from a minimum of $5,000 up to a maximum of $25,000. The Department of State noted that awards could be issued as a grant, a fixed amount award, or a cooperative agreement, with cooperative agreements involving more active participation by embassy or bureau staff during implementation. The announcement also left open the possibility of non-competitive continuation funding beyond the initial period, but only if funds were available, performance was satisfactory, and continued support aligned with the Department’s interests.

Eligibility was broad but centered on nonprofit public benefit work. The Public Affairs Office encouraged applications from civil-society organizations, local civil society representatives, think tanks, NGOs, cultural institutions, academic institutions, and individuals, with the key condition that grantees must have nonprofit status. While U.S. NGOs and individuals could apply, the opportunity expressed a clear preference for Moroccan NGOs or partnerships that strengthen Moroccan organizational capacity, and it emphasized interest in proposals reaching geographically and demographically diverse audiences across Morocco.

Cost sharing or matching was allowed but not required. There was no set minimum or maximum cost-share percentage, and cost sharing was explicitly not an evaluation criterion. Still, applicants were encouraged to contribute as much cost sharing as possible. Any proposed cost share had to be clearly documented in the line-item budget and budget narrative, and recipients would be expected to keep records supporting both the federal and non-federal contributions, consistent with the federal cost sharing rules referenced in 2 CFR 200.306.

Administrative requirements included having (or showing proof of application for) key registrations and identifiers: a DUNS number (Dun and Bradstreet Data Universal Numbering System), an NCAGE code (NATO Commercial and Government Entity), and registration in SAM.gov. Applications had to be submitted in English and included a project narrative, an applicant organizational information form, and a budget proposal in U.S. dollars, along with standard federal forms SF-424 (signed), SF-424A, and SF-424B (signed).
