In practice, this priority supports public diplomacy activities that deepen people-to-people ties and improve the overall information environment around the bilateral relationship.

The fourth priority is about building communication capacity across Angolan institutions and civil society, including government entities, NGOs, and womens and professional associations. It encourages expanded outreach capabilities and more effective use of new media and social networking. It also supports traditional and modern media development activities such as investigative journalism training, business and elections reporting, blogging, and other digital communication approaches. A related goal is to develop and deepen Angolas creative and idea-forming sectors, including journalists, artists, broadcasters, and publishers, and to extend the reach of broadcasting media in ways that strengthen informed public engagement.

Examples of activities the Embassy typically funds include arts and culture programs, English language instruction and resources, entrepreneurship initiatives, media training projects, and new media concepts meant to reach broader or underserved audiences.
