Opportunity Information: Apply for 18 VNM NOFO 06

The Alumni Small Grants opportunity (Funding Opportunity Number: 18 VNM NOFO 06) is a U.S. Department of State grant competition run by the U.S. Mission to Vietnam to support Vietnamese alumni of U.S. Government-funded academic and professional exchange programs, also known as International Exchange Alumni. The main purpose is to strengthen the U.S. Government (USG) alumni community in Vietnam by funding practical, alumni-led projects that bring alumni together around shared goals and encourage collaboration on issues that matter to both Vietnam and the U.S.-Vietnam relationship. In other words, the program is designed to turn alumni networks into active teams that can deliver real community impact while also reinforcing long-term people-to-people ties.

Applicants must be Vietnamese alumni of eligible USG exchange programs and may apply either as an informal team of individuals or through a non-profit organization where alumni are working. Proposals are required to be written in English, and the maximum project budget is capped at USD 10,000 per grant (Award Ceiling: 10,000). The opportunity is categorized as a grant under a continuation-type listing, with an expected total of about five awards. The application deadline is 5:00 PM (17:00), Wednesday, August 15, 2018, and leaders of selected proposals are expected to be notified no later than September 10, 2018. The funding is associated with CFDA 19.040 and is administered by the Department of State, U.S. Mission to Vietnam.

The competition prioritizes projects that fit within four broad themes. First, Educational Cooperation projects should focus on improving education outcomes and partnerships, such as supporting reform, building alliances between institutions, promoting U.S. higher education, strengthening English teaching and learning, and activities that commemorate the 25th Anniversary of the Vietnam Fulbright Program. Second, Reconciliation and Removal of War Legacy Issues projects are intended to build trust and address ongoing impacts of the war era, with an emphasis on initiatives that can encourage investment and deepen people-to-people connections. Third, Entrepreneurship and Innovation projects should expand mentoring and training opportunities, support the creation or strengthening of social enterprises, and promote women’s leadership in business. Fourth, projects addressing Respect for Fundamental Freedoms, Human Rights, and Social Inclusion may include efforts to enhance media and internet freedom, expand disability rights, and respond to civil society and/or environmental concerns.

Overall, this grant is a small, targeted funding opportunity meant to help exchange alumni translate their U.S.-supported experiences into collaborative local action in Vietnam. The emphasis is on alumni working together, proposing concrete activities with clear community benefits, and contributing to stronger Vietnam-U.S. ties through education, reconciliation, economic innovation, and inclusive rights-based initiatives.
